The K.A.C.O Plan
1. The charter quota floats up and down with the T.A.C.
2. Form a nonprofit organization (This organization would be setup
using the aquiculture associations throughout the State of Alaska as a model, whose board of directors would be made up of two owners
of active charter operations in areas 2C and two owners of active charter operators in 3A, a representative from State of Alaska, a
representative from the commercial halibut sector, a representative from the rural communities, and a member appointed by the council.)
capable of receiving grants bequests and donations and tasked with buying I.F.Q. shares, leasing the unused charter quota back to the
commercial sector, and deciding in which areas stamp moneys would be spent.
3. Allow for any portion of the charter halibut quota that was not
caught during the season (the charter halibut season would end September 30) to be leased back to the commercial sector and the revenues
from the leases used to buy I.F.Q. shares in their area along with any by-catch percentages associated with them (I.E., Demersal
Shelf Rockfish area 2c“Yellow-eye”) and converted into the charter halibut quota.
4. Create a state charter halibut stamp ($10.00 = one day, $20.00 = three
day, $30.00 = seven day, $50.00 = one year) for each area (2C and 3A). Revenues from the stamps (after the state was reimbursed for stamp
program expenses) would be returned to the nonprofit entity and would be used to purchase commercial I.F.Q. shares and turned into charter
quotas along with any by-catch % associated with them.
5. If at any point the G.H.L. is exceeded, a lease fee would be paid
to the commercial sector by the nonprofit as compensation for overages, and catch restrictions on charter anglers could be implemented until
such a time as the charter quota was within its guidelines. ( I.e., no fish taking by skipper and crew, second fish would be size qualified).
Note: The N.P.F.M.C. would need to create a way for the nonprofit to manage the
purchase lease and conversion of I.F.Q. shares..
